I am struggling with interface to add a new keyword group. I cannot do it neither from the keywords view, nor from keywords group view, nor in project settings.

Hi Andrei,
Thank you for sharing this insight with us! We're planning some improvements to address Keyword Group management, and making this option more user friendly is on our TODO list. 
In the meantime, I can recommend using the Keyword Settings section to tag your terms:
